Dr Subhash Chand is our visionary mentor who has served in the government for 38.5 years at various positions. He is an Group A - IRSEE officer of 1986 batch. Having served a key role in various infrastructure project of national importance like the Kashmir rail link project, Northeast rail link project, NCRTC, Delhi Metro to winning and executing open competitive projects in international markets like Ethiopia, Malaysia, Sri Lanka and South Africa, he is truly experienced and well versed in project management. Dr. Subhash Chand has done his PhD in elementary education and serves society post-retirement in this field. The area of his study is Udham Singh Nagar district Uttarakhand. His support to APSCON is advisory.
